Summary: "Latin America's economic environment has stagnated in the 1980s owing to the heavy burden of $400 billion of foreign debt. Since 1982 Latin America has experienced a virtual halt in net capital inflow and, accordingly, the region has had to deal with low and even negative growth rates. The economic and financial problems experienced make it obvious that the debt issue is not a short-term liquidity problem subject to an easy solution. Rather, the problems are deep-seated, and efforts must be directed toward financial policies encouraging recovery, so that the region may once again experience economic vitality.
