School districts and other local government agencies, the states, and the national government all share in the determination of support levels. These decisions that are economic, reflecting choices among alternative government programs and choices between public and private use of resources. The decisions that are made about public education are broadly political; they are made by administrators and elected officials as representatives of the electorate. These decisions are shaped by societal attitudes and values and by the interaction between community leadership and value structures.
