"The author focuses his study upon the conflicts over U.S foreign policy at the turn of the century, affecting the Philippines and the Far East. He holds that the conflicts between the "imperialists" (favoring the seizures of colonies) and the "anti-imperialists' (most of whom today would be known as "neo-colonialists") initated the struggle between two variants of U.S. policy, in which neo-colonialism eventually emerged as teh dominant leature. He shows that even in the Philippine exception this in time proved to be the case.
