This is a reprint of a reissue (1947) of the First Edition (1937). In a note following her Foreword, the author writes, "War-time experience, and the general acceptance of full employment as an object of policy, have set the problems discussed in this book in a new light. If it were to be written ow, much of it would be written differently. But partial alterations to bring it up to date would be confusing, and I think that the best introduction to the ideas which it attempts to expound is to see them in the historical setting in which they were first developed. I have therefore made no alteration in the text of the first edition."
