"The purpose of this study is to examine the political and economic conditions which have affected co-operation among a group of developing countries concerned with promoting their interests in the export of a single commodity, petroleum... This study suggests that OPEC is an original type of international organization... This study attempts to prove that OPEC, like a cartel, has endeavored to control production and prices... The OPEC institution has encountered serious problems in formulating and administering production and price controls.
