He holds that the conflicts between the "imperialists" (favoring the seizures of colonies) and the "anti-imperialists' (most of whom today would be known as "neo-colonialists") initated the struggle between two variants of U.S. policy, in which neo-colonialism eventually emerged as teh dominant leature. He shows that even in the Philippine exception this in time proved to be the case.
