"The Visible Hand was born in a seminar at the University of Bombay when, after I had made some critical remarks on economic policy making in India, a colleague suggested I was against planning. In answering that charge I became aware that my definition of 'planning' was fuzzy, that my hosts' definition was fuzzy, and that our fuzzy definitions were not the same. The result was continual misunderstanding. My attempt to clear up that misunderstanding has led to this study of the meaning of planning, the relation of planning to the general question of the role of government in the economy, and the comparison between planning and alternative methods of policy making." -- From the preface.
